Photopea - image editor
A web-based free photo and graphics editor. It's very similar to that other editing program.
ezgif.com - tools for .gif images
Free tools for animated image editing. I've used this to make animated demos to pull requests.
remove.bg - cut out images
Upload an image and it'll remove the background. Free for low-res results, good enough for me.
ImageOptim - reduce image file size
Offline Mac application. Compress images without losing quality. SQUISH!

What makes a book public domain? TLDR your sweet spot is books published before 1923.
Google Books - filter results by year
Free books, scope search by year (<1923) in Advanced Search and you'll get public domain work.

503 error risk, but a jackpot image collection. All images are public domain and free to use for any purpose.
